Unique Challenges in Higher Education Emergency Management

This session will discuss the unique aspects of emergency management at institutions of higher education. Some of the topics that will be covered include the Clery Act, emergency alerts/mass notification, supporting large-scale events, students as a vulnerable population, geographically remote campuses in multiple jurisdictions, research labs, and the different capabilities and resources institutions of higher education can provide to community partners.

About Matthew Shpiner

Matthew Shpiner is the Executive Director of Emergency Management for the University of Miami Office of Emergency Management. Mr. Shpiner has led University preparation and response to Hurricane Irma, Hurricane Matthew, Zika Virus, numerous significant law enforcement incidents, facility evacuations, hazardous material incidents, major utility failures, and COVID-19. In addition to his work at the University of Miami, Mr. Shpiner is also the EOC Manager for Homestead-Miami Speedway. Before joining the University of Miami, Mr. Shpiner was an EM Planner for the Miami-Dade OEM where he co-authored the Deepwater Horizon Contingency Response Plan and worked in EOCs during the 2010 Pro-Bowl and Super Bowl, Operation Haiti Relief, and was deployed to New York in response to Hurricane Irene. Mr. Shpiner has a B.B.A from the University of Miami, M.S. in Criminal Justice from Northeastern University, and has completed the Harvard Kennedy School Crisis Leadership in Higher Education Executive Education Program.
