About Matthias Leitner | Samuel Auclair | Samuel Jolivet | Shoichi Tabushi

Matthias Leitner: His professional background is in fragility and post-conflict stabilization, integrated project- and knowledge management plus multi-sector transition initiatives. Mr. Leitner has served as a Chief of Staff the OECD and at the OECD Secretariat Paris and in several UN peacekeeping and political missions across Africa, the Middle East and Asia, including Afghanistan. Mr. Leitner has also worked on the humanitarian- development- peace (HDP) Nexus, aid localization and recovery from natural disasters as well as aid effectiveness. His academic background is from Oxford University and Bonn University. Mr. Leitner is fond of languages and takes a keen interest in innovation and addressing the impacts of climate change. He lives in Berlin and Lisbon (Portugal).

Samuel Auclair: Samuel Auclair is an engineer in seismology and strategic crisis management. He coordinates BRGM''s activities in support of crisis management, and co-leads the "Industrial and territorial resilience" challenge of the SAFE Cluster (French competitiveness cluster). Expert in decision-support for earthquakes, he works extensively on the operational management of geophysical disasters, and on supporting civil protection stakeholders, notably through crisis exercises. From 2018 to 2022, he was the national coordinator of the post-seismic damage assessment team of the French association for earthquake engineering. S. Auclair is currently the scientific coordinator of a research project on the automatic analysis of social media to support crisis management in the event of natural disasters.

Samuel Jolivet: Samuel has worked for over 20 years as a meteorologist in Africa, Europe and Southeast Asia regions providing weather insight within the public and private sectors on extreme weather and weather forecasting/nowcasting for different industries including oil and gas, port, renewable energy as well as government. For instance he has worked as cyclone expert for the UN-WMO services in charge of cyclone in the South West Indian Ocean RSMC, he has worked as energy forecaster for clients such as RWE (the 1st German Electric utility company) and Axpo (a Swiss energy utility) and he has developed the nowcasting system for urban flood management in Singapore with Public Utilities Board which is in charge of the water supply for the whole country. Samuel holds a PhD in Tropical Meteorology and an MSc in Atmospheric Sciences both from Meteo France the French national weather.

Shoichi Tabushi; Shoichi Tabushi is a Programme Specialist of UNESCO and leads UNESCO’s work on Disaster Risk Reduction. Before joining the UNESCO in 2022, Shoichi has worked for the Ministry of Land, Infrastructure, Transport and Tourism of Japan for more than 15 years, developing polices on building safety, seismic code and urban planning.
